RWQCB July 1st 2010 Deadline: Although we have nearly a year, much needs to be accomplished by next July. You need to Start Now to collect information, to find registered professional to verifiy storage capacity needs, complete the Production Area Map, obtain backflow certification of NO cross connections, and the Retrofitting Plan and Schedule, which includes engineering design work. These are just a few items which need to be completed by July 2010. Refer to the Fall 2009 Newsetter (PDF) for more information. Contact your dairy team as soon as possible to get started.


What's your Nitrogen Ratio?


This past July deadline required all dairies covered by the Dairy General Order to determine the Nitrogen Ratio for their facility. If your number was above 1.65, you will need to make some changes to come into compliance by July 2012. If you would like review some of your options, please contect Betsy or Louie.

Routine Activity Reminder

  1. Inspections

  • The dairy site and all land application areas need to routinely be inspected to identify any potential problems which could affect groundwater quality. Document inspections, any potential problems, and corrections on RB5 inspection forms.

    • Weekly Inspections: October 1– May 31

    • Monthly Inspections: June 1-September 30

  1. Rainfall Events

  • After all rainfall events, check the dairy site and all land application areas for runoff which is or may be leaving the site. Document inspections, any potential problems, and corrections on RB5 inspection forms.

  1. Monthly Pond Pictures

    • Pictures should be taken at the begining of each month, regardless of inspection schedule. Label each picture with the pond ID and the date that the picture was taken. It is recommended to take the picture from the same place each month.

  2. Record all Wastewater and Manure Applications.

  3. Collect & document required samples for laboratory analysis as defined in the MRP of the Dairy General Order.

  4. Provide a Chain of Custody for all samples submitted to any laboratory.

Sampling Reminder

  1. Wastewater Sampling

  • First Quarter ( Jan1-Mar 31), Second Quarter (April 1-June 30),
    Third Quarter (July 1-Sept 31), Fourth Quarter (Oct 1-Dec 21)

  1. Dry Manure Solids Sampling

  • First Sample (Jan 1-June 30), Second Sample (July 1-Dec 31)

  1. Groundwater Sampling

  • Must sample all domestic & agricultural supply wells and subsurface (tile) drainage system, annually.

  • Samples should be collected in containers provided by an ELAP certified laboratory. Analysis of all groundwater samples must be conducted by an ELAP certified laboratory.

  1. Harvest Tissue Samples

  • Collect a sample of harvested material from each land application area for each harvest event.

  • Record the crop planting date, each harvest date and yield for harvest event per land application area.

  1. Soil Samples for Total Phosphorus (TP)

  • Any land applications fields not sampled in 2008 for Total Phosphorus should be sampled as soon as possible or when added to the Nutrient Management Plan. Land application fields should be sampled once every five years.


Refer to the Monitoring & Reporting Program within Dairy General Order, No. R5-2007-0035, specifically pages MRP-2 -- MRP-7. This will provide more information on the sampling requirements and the laboratory analysis requirements.

Meet JMLord's Dairy Team

Betsy Gerwig, Dairy Project Coordinator
Betsy is a California & North Carolina Registered Agricultural Engineer who has been working with confined animal units in regards to environmental compliance and permitting & design for several years in various locations throughout the US. She has experience with permitting, facility design, nutrient management, irrigation efficiency testing and groundwater monitoring.

Joe Lord, Civil & Agricultural Engineer
Joe Lord is a registered Civil and Agricultural Engineer in California. He is also registered in Colorado, Oregon, Nevada and Arizona. He has worked with California farmers for 35 years on a multitude of issues, like water rights, crop production, facility design and environmental compliance.

Matt De Groot, Agricultural Technician
Matt is working on a degree in Dairy Science with an emphasis in environmental compliance. He assists the dairies in collecting samples, record keeping, monitoring well sampling and general day to day items.

Louie Oliveira, PCA, CCA
Louie is a registered agronomist, certified crop advisor and a pest crop advisor. He has been working professionally with farmers in the Valley for 25 years. He also assists dairies with nutrient management issues.

Carter Pierce, Agricultural Scientist
Carter is the business manager for JMLord, Inc. and all around “Go to Guy” for sample scheduling, recommendations, contact requests and crop management. He has been working professionally with farmers in the Valley for 20 years.

Pete Trinidad, Field Technician
